A racked fence follows the slope with vertical pickets; a stepped fence keeps each panel level and changes height between panels. The fence system's limits and the measured grade determine which works. Check the space underneath each section, especially where pet containment matters.

Fence panels are built square. Ground is not. Where those two facts meet, you pick one of two approaches , and the choice shows for the life of the fence.
A rackable panel flexes so the rails run parallel to the ground while the pickets stay vertical. The fence line follows the hill in a continuous sweep with no gap underneath.
This is usually the better look on a gentle, steady slope, and it is the option that keeps a dog from finding a gap at the low end.
Racking works because the panel is not rigid. The pickets are attached to the rails through slots or brackets that allow each picket to stay vertical while the rails tilt to follow the ground. Manufacturers publish the limit for each product - a rackable vinyl or composite panel typically follows a few inches of rise per foot before the slots run out, and beyond that the panel has to be cut and re-drilled on site. Wood fences built board by board on site rack naturally, because each picket is nailed plumb to rails that were set on the angle.
The result is a bottom edge that hugs the ground and a top line that runs parallel to it. On a lawn that slopes evenly toward the street that is the fence most people picture, and it is the one that keeps a dog in, because there is no triangle of daylight under any panel. It also uses the same number of posts as a flat run, so the price moves with the extra layout time, not with extra material.
Where racking stops making sense is a broken grade - a yard that drops, flattens, then drops again. A racked fence tries to follow every change and the top line starts to look like it is wandering . That is the point to switch to stepping for the steep stretch, and a good layout mixes the two without apology.

Each panel stays perfectly level and drops a fixed amount from the last, leaving a stair-step top line. On a steep grade this is often the only workable answer.
The trade-off is the triangular gap under each panel at the downhill edge. That gap can be filled, but it is a decision to make on purpose rather than discover later.
Stepping keeps every panel level and lets each one sit a fixed amount lower than the last, so the fence descends the hill in even stairs. The posts are set to the step, the top of each post lands at a different height, and the panels themselves are stock size with no cutting. On a steep bank, on rock, or with a panel system that does not rack, this is the honest answer, and the stair-step top line reads as intentional when the steps are consistent.
The trade-off lives under the fence. Each step leaves a wedge of open ground at the low end of the panel, taller the steeper the slope. For privacy that wedge is a gap in the screen; for a dog it is an invitation. The fixes are known: a kickboard along the bottom, a taller panel on the low side, or grading the strip under the fence so the ground meets the panel. Which fix is right depends on the animal, the neighbor and the soil, and it should be on the estimate , not discovered afterward.
Manufacturers of stick-built systems describe both methods in their installation guides, and the guides agree on the same point: choose per run, not per property. A gentle side yard racks; the steep back corner steps. The transitions between the two are where craft shows, and where a rushed crew leaves the odd panel that matches neither.

Forcing square panels onto a slope without racking or stepping puts every panel under strain and leaves a fence line that reads crooked from the street.
If a slope is involved, ask which approach is being quoted before the posts go in. It is very hard to change afterwards.
The bad option is building level panels on sloped ground and doing nothing about the gaps - or worse, racking a panel past its limit until the pickets lean and the rails bind. Both get built every summer by crews in a hurry. The first shows up as daylight under the fence and a dog on the wrong side of it; the second shows up as a fence that looks drunk from the street and pops its fasteners in the first freeze.
There is a third failure that is quieter: setting posts to the slope with no plan at all, then trimming panels to fit whatever happened. The top line ends up random, the post tops sit at odd heights, and the fence has no rhythm. It costs the same as a planned fence and looks nothing like one. Walking the line with the grade in mind before a single post is set is the whole difference, and it takes about twenty minutes.

A slope does not just change how the fence looks. It changes the layout time before anything gets built, and that is where the extra cost actually lives. On flat ground the line goes in, the posts get spaced, and the crew moves. On a grade somebody stands at both ends with a string and decides, run by run, whether this stretch racks with the ground or steps down in level panels, and where the changeover happens so it looks deliberate rather than accidental.
The gap under a stepped fence is the thing people do not picture until it is there. Each level panel leaves a wedge of daylight at its low end, and on a steep run that wedge can be six or eight inches. For a screen it is a hole. For a dog it is a door. The fixes are all fine, and all of them are decisions : a kickboard along the bottom, a taller panel on the low side, or grading the strip under the fence so the ground comes up to meet it.
Racking has its own limit, and the limit belongs to the product. Every panel system publishes how much rise per foot it will follow before the slots run out, and past that a panel has to be cut and rebuilt on site. We would rather step a steep stretch cleanly than force a rack past its rating and have the pickets fight the rails for the next decade.
The thing worth knowing as a homeowner is that a good fence on a hill usually uses both methods, chosen per run. If somebody quotes you one answer for the whole yard without walking it, they have not looked at your yard. Twenty minutes on the grade with a level is what turns a slope from a problem into a layout.
